1-What is the work
your committee does
Work of the Bylaws Committee:
Interpret the bylaws when necessary; when so requested, provide opinion on
whether or nor a proposed action complies with the bylaws; update bylaws;
review proposals for bylaws amendment and make recommendations; prepare
amendment for submittal to the Executive Board for submittal to the General
Assembly in May.

committee.
Committee Members: Sliman Khudeira.
Abderahman Gouleh, Bilal AlMasri (all Past Presidents). Hasan Algholeh (who
served as Chairman in the early years of AAAEA), Ghaffar Kazkaz, Ayoub
Talhami (Chairman)
3-On an average, how often
you meet?
Meetings. Since early
this summer, the Committee has been meeting every 3-4 weeks.
Meeting has generally been limited
to two hours.
4-What are you working on
now, when it would be introduced to the board and voted on, if you can share
this.
Agenda: An Agenda of a dozen items was prepared
in May and distributed to the Committee members. At our first meeting,
priorities of 1, 2 or 3 were assigned to the agenda items to determine the
order of discussion. Other items were added upon suggestion by other
members of the Committee. The items ranged from: a proposed amendment to add
explicit language to the bylaws to authorize creation of chapters by the
Executive Board; clarify the tenure of appointed Members of the Board of
Trustees; revisit the Scholarship program and the amount to be awarded; devise
a procedure for the rotation of appointed members of the Board of
Trustees, etc
5-Why the committee work
is important?
Importance of Bylaws: The Bylaws govern the
manner in which the business of AAAEA is conducted and how the
organization is governed, the duties of the officers, the duties of the
Standing Committees; management of the finances etc and most importantly,
they prescribe the manner in which the executive powers pass from one
administration to the next one in an orderly and smooth manner - which the
essence of democracy, the essence of the supremacy of law, government by
law not by individuals, the sanctity of the rule of
law.
